01 / OVERVIEW

Federal Modernization Demands Speed and Audit Discipline Together

Federal CIOs face an impossible mandate — modernize faster than ever while meeting ATO, FedRAMP, NIST 800-53, and Section 508 obligations that traditional waterfall delivery was never built to support. Iterative delivery, done correctly, is the answer. Done incorrectly, it becomes mini-waterfalls in disguise — with worse documentation and the same delivery risk.

AGT brings CMMI Level 3 disciplined Agile delivery to federal programs. We integrate Scrum, SAFe, and Kanban with the governance, documentation, and audit trail your program officers and IGs require. Tightly integrated with our cybersecurity and cloud modernization practices for end-to-end mission delivery.

WHAT WE DELIVER

End-to-End Federal Agile Services Built for Mission Programs

From the first transformation assessment to sustained scaled delivery, AGT covers the full Scrum and SAFe lifecycle for federal civilian and DoD agencies.

Agile Transformation Strategy

Assess current SDLC, governance posture, and workforce readiness. Deliver a phased transformation roadmap with measurable adoption milestones, risk mitigation, and stakeholder change management for federal CIO offices.

Scaled Agile (SAFe 6.0, LeSS, Nexus)

For multi-team programs at CMS, DHS, and DoD scale, we implement SAFe 6.0 and other scaling frameworks with custom federal tailoring — PI planning, ART formation, lean portfolio management, and ART sync.

Agile Coaching & SAFe SPC Training

Our SAFe Practice Consultants, Certified Scrum Trainers, and PMI-ACP coaches embed with your teams to build durable Scrum and SAFe fluency — not dependency. Workshops, role-based training, and on-the-job coaching included.

Product Ownership & Backlog Engineering

Trained federal Product Owners and Business Analysts who translate mission requirements into well-formed user stories, acceptance criteria, and prioritized backlogs aligned to capability releases and ATO cycles.

DevSecOps & CI/CD Integration

Iterative delivery is incomplete without continuous integration. We integrate secure pipelines (GitHub Actions, GitLab, Jenkins, Azure DevOps) with NIST 800-53 controls, IaC, and automated compliance scanning aligned to FedRAMP and DoD CIO requirements.

Agile Maturity Assessment & CMMI Audit

Independent evaluation of your current Scrum practice against CMMI Level 3, SAFe Measure & Grow, and federal best practices — with a prioritized remediation roadmap and KPIs your CIO can report to OMB and IG.

OUR METHODOLOGY

MissionPath™ — Our Five-Phase Federal Agile Delivery Framework

AGT MissionPath

Refined across federal delivery engagements at CMS, IRS, Treasury OIG, and Navy, MissionPath maps every Scrum artifact to ATO documentation, EVM control accounts, and FedRAMP continuous monitoring deliverables.

  1. Assess

Current-state evaluation of teams, tooling, governance, and compliance. Deliverable: Agile Maturity Report against CMMI L3.

  2. Design

Target operating model: framework selection (Scrum, SAFe, Kanban), ceremonies, roles, metrics, and ATO integration.

  3. Pilot

Stand up reference teams with embedded SAFe SPC coaches. Validate the model and demonstrate early capability wins.

  4. Scale

Expand to additional teams. Scaled ceremonies, communities of practice, and program-level OMB-reportable metrics.

  5. Sustain

Hand off to internal champions. Ongoing coaching cadence and continuous improvement loops tied to maturity re-assessment.

05 / WHY AGT
WHY ALLIANCE GLOBAL TECH

An 8(a) Prime That Pairs Agile Speed With Federal Audit Discipline

Most iterative-delivery shops are commercial-first and learn government compliance the hard way. AGT was built for the federal mission from day one — and our 10+ year CMS OnePI delivery proves it.

01

Federal-Only Focus

100% of our delivery experience is federal. We speak ATO, ATC, eMASS, FedRAMP, and IL5 fluently. No commercial-to-federal learning curve to absorb.

02

CMMI Level 3 Appraised

Iterative speed grounded in independently appraised CMMI Level 3 delivery maturity. ISO 27001:2013, ISO 9001:2015, and ISO 20000-1:2018 certified.

08 / FAQ
FREQUENTLY ASKED

Agile — Common Questions

Common questions from federal contracting officers and agency CIOs about AGT’s iterative delivery services.

What is the difference between SAFe and Scrum for federal programs?
Scrum is a single-team framework — one Product Owner, one Scrum Master, one team. SAFe (Scaled Agile Framework) coordinates multiple Scrum teams into Agile Release Trains (ARTs) of 50-125 people working on the same program or capability. Federal programs at CMS, DHS, or DoD scale almost always need SAFe because a single team cannot deliver enterprise systems. AGT’s SAFe Practice Consultants (SPC) facilitate PI planning events for 100+ person ARTs.
How long does an Agile transformation typically take at a federal agency?
Initial transformation (assessment through first pilot release) is typically 4-6 months. Scaling to a multi-team program (ART of 50-100 people) is typically 9-12 months. Full enterprise transformation across an agency component is typically 18-24 months. AGT’s MissionPath framework de-risks this with disciplined pilot-then-scale phasing.
Can AGT support Continuous ATO (cATO) alongside Agile delivery?
Yes. cATO is the right pattern for any Agile federal program. AGT integrates security control implementation with the PI cadence, automates evidence collection in the CI/CD pipeline, and synchronizes security control assessments with capability releases. We have practitioners who have personally taken systems through full ATO and cATO sign-off.
Do you offer Agile services on a fixed-price basis for federal programs?
Yes. AGT delivers under FFP, T&M, and Labor-Hour contract types via GSA MAS (47QTCA21D003M, SIN 54151S), 8(a) sole-source, SeaPort NxG, and Maryland Master Contractor vehicles. For FFP Agile work, we structure deliverables around capability releases or PI outcomes — not story-by-story commitments.
How do you reconcile Agile with formal ATO and Earned Value Management?
Our MissionPath framework explicitly maps Agile artifacts to ATO documentation (SSP, SAR, POA&M) and EVM control accounts. We use capability-based EVM and synchronize ATO security control assessments with PI cadence so security and value-delivery move together — not in opposition.
Can you augment an in-house team rather than running the full transformation?
Absolutely. We provide individual Scrum Masters, Product Owners, RTEs, Agile Coaches, and SPCs on staff-aug, 8(a) sole-source, or task-order basis — typically cleared at Public Trust or Secret levels. SamiHelps, AGT’s staffing platform, accelerates cleared placement.
What is AGT’s CMMI Level 3 appraisal scope?
AGT holds an independently-appraised CMMI Level 3 rating covering Software Development, Project Management, and Engineering process areas. The appraisal is verifiable through the CMMI Institute’s published partner directory. Our Agile delivery model is fully aligned to CMMI L3 process maturity — Agile speed without sacrificing audit discipline.
What size programs are right for AGT?
Our sweet spot is 2-team to 10-ART programs ($500K to $50M annually). We do not pursue engagements below ~$250K where overhead exceeds value delivered, and we partner with larger primes for programs above $50M where we serve as the Agile transformation lead under a teaming agreement.
